Dear Clusterbuck,
I have just returned from leave to find
your letter of the 3rd September about the provision
of funds for an aerodrome at Hongkong. The Treasury
are not yet committed to any charge on U.K. funds in
respect of this proposed aerodrome, though, as you
will see from the remarks of the Chancellor of the
Txchequer on page 2 of the C.I.D. Minutes of the 225th
Meeting on the 6th of April last, that if the Air
Ministry put this requirement high in the order of
urgency in their works and are prepared to delete some
other item of proposed expenditure he will be prepared
to consider the matter. We have as yet had no
proposals from the Air Ministry and it is, therefore,
premature, I think, for us to participate in your
conference. You and the Air Ministry had better
formulate your nefarious designs on the unfortunate
Taxpayer and put them to us officially.
